Board approves multiple contracts, IGAs and grants including bridge evaluations, water projects and housing funds

Two ADOT off‑system bridge intergovernmental agreements were adopted to evaluate and scope Pinal Creek Bridge No. 1 (Abiquiu Trail) and Bridge No. 2 (Hicks Road). Staff cited local shares of roughly $8,550 and $9,120 against grant estimates of $141,450 and $150,880 respectively; the board adopted the resolutions unanimously.
The board approved awards for design, site and soil investigation, and installation services for the Pinal Creek Waterway cesspool project to a group of local contractors (Premier Environmental Products LLC; McConnell & Associates PC; EarthQuest LLC; Black Mountain Excavating; Wilbanks Excavating) for aggregate compensation not to exceed $423,728 for the term Nov. 18, 2025–Sept. 30, 2026.
Public Health and Community Services received approvals for multiple grants and agreements: a $236,524 IGA with Arizona Department of Health Services for SNAP‑Ed projects (safe routes to school), acceptance of a $10,000 companion animal spay/neuter grant to expand discounted services for one year, an amendment to the weatherization contract with Advantage Home Performance to extend the term and increase total to $350,000, and a funding agreement with the Arizona Department of Housing to receive $10,000 (Continuum of Care planning fund) and $54,000 (Housing Trust Fund) to build county capacity on homelessness planning.
General Services received approval for Fleet Commander licensing with Agile Fleet Incorporated (contract not to exceed $64,469.90). The board also approved the county’s purchase of assessor parcel 20529004 (Kachina Trail near the fairgrounds) from the State for a net purchase price of $316.03 and authorized a quitclaim deed.
On tax appeals, the Board of Equalization accepted hearing officer Charles Johnson’s recommendations to uphold the assessor’s valuation on two parcels after hearings held Nov. 7, 2025. The consent agenda (items 3a–3f) was approved without separate discussion.
