Crawford County commissioners approve annual road-material bids, two ordinances and equipment purchases

Crawford County commissioners on Nov. 4 approved a slate of annual procurement actions and ordinances and set parameters for purchasing new voting equipment, officials said.

The board voted by voice to award competitive and single-bid contracts for road materials and services after staff reviewed the bid tabulations. "There were only 2 bids, 2 items that had competitive bids," staff said when summarizing the stone bid tabulation and recommended awards based on geography and price. The board moved to approve the stone awards and later approved hot-mix asphalt award recommendations; staff told commissioners that E and B Paving submitted a significantly lower hot-mix bid and should be named primary vendor, with C and R Construction to be used as a backup when E and B cannot produce.

The board also approved a single motion accepting the lone qualified bids on several other road items: guardrail (C and R Construction), crack sealing (C and R Construction), pavement markings (CE Hughes Milling Company), asphalt emulsions/road oil (Asphalt Materials), galvanized culverts (Veil Con), and gasoline/diesel supply (Premier Energy). Those approvals were recorded by voice vote.

Commissioners discussed and preapproved, contingent on county-council appropriation, payment of outstanding Community Crossings claims associated with JH Rudolph. Staff presented the amount as "$454,401.04" and said the preapproval will be forwarded to the county council for final appropriation. Commissioners emphasized the need to confirm claim cutoff dates so payments are not pushed into the 2026 budget.

On civil-rights compliance, the board approved a resolution to update the county's Title VI/ADA implementation paperwork to reflect a change in the designated coordinator name. Staff provided revised Title VI documentation and asked the board to sign the plan that only reflected the name change; the board approved that resolution and the updated Title VI plan by voice vote.

The county attorney reviewed sales and purchase agreements for new voting (VoIP/voting machine) equipment and said he did not identify legal pitfalls in the contracts. He summarized the pricing documents presented to the board: a smaller line-item of $4,007.83, a larger sales-order figure transcribed in the packet as $111,520, and an annual maintenance figure of $21,100. The board approved the purchase of the voting equipment "up to not to exceed the amount of money that has been appropriated by the county council for the new voting machine equipment," i.e., contingent on the council's appropriation.

Separately, commissioners reviewed an intergovernmental funding agreement discussed at last month's county council meeting in which the commission would allow use of $250,000 of EDIT funds for a project in exchange for a five-year funding guarantee to the county Economic Development Corporation (EDC). Attorneys for the respective bodies had reviewed the draft and staff asked both boards to sign; commissioners agreed to move forward with the signing process.

In ordinance business the board adopted two measures. Ordinance 11-04-25-a designates purchasing agents for Crawford County, sets procurement thresholds, and establishes related procedures, including extra vendor checks when federal funds are used. Ordinance 11-04-25-b adopts the Indiana Archives and Records Administration county local records management schedule (a 14-page schedule attached as Exhibit A). Both ordinances were approved by motion and voice vote.

Minutes, the claims docket and payroll were presented and approved; the board noted some payroll entries had been delayed because submissions were late. The meeting adjourned after routine closing actions.

What the board approved (high-level): awards to named vendors for stone and asphalt; acceptance of single bids for several road-supply items; preapproval of JH Rudolph Community Crossings claims (not to exceed $454,401.04, contingent on county-council appropriation); adoption of procurement and records-retention ordinances; and approval to purchase voting equipment up to council-appropriated amounts.

Next steps and context: the Community Crossings claim preapproval must be finalized by the county council before payment; the voting-equipment purchase is limited to the amount appropriated by the county council; and staff will circulate executed ordinance copies and recorded documents as required for compliance.
