Ulster County committee postpones broader procurement-handbook revisions to February, adopts limited amendment

On Dec. 11 the Ways and Means Committee adopted a limited amendment to a procurement policy and voted to postpone broader procurement-handbook revisions until February to permit clarifying language changes.
Legislator Kovacs flagged inconsistent job titles in the revised document, noting the text alternately used "director of general services" and "director of purchasing," and asked who has contracting authority. A county official said that after departmental mergers the director of general services holds the authority formerly assigned to the director of purchasing. Kovacs also asked whether emergency-procurement approvals by the accounting executive must occur before or after an emergency purchase and whether disposal of surplus property through third-party platforms (for example, eBay) complies with the county charter and administrative code. Committee members agreed those broader questions were not part of the immediate amendment and moved the larger handbook updates to February so staff could supply clarifying edits.
The committee confirmed the current policy will remain in effect through January and that revised language would return for further committee review in February.
