Staff said the task order would pay for fieldwork only, and major design would be paused until selection outcomes are known to avoid unnecessary expense if the county is not chosen for large funding.
The motion instructs staff to proceed with preliminary engineering tasks and document them in the application so the county can demonstrate it has advanced project readiness when the flex-fund selection occurs.
