Stark County approves gravel exploration and purchase-right agreements, easement payments for roundabout

Todd Miller, county road superintendent, told commissioners the exploration agreement protects the county from paying for exploration only to have a landowner later sell the discovered material; under the agreement, exploration activities (test drilling, excavation) would be permitted and Stark County would receive the right of first refusal to buy material discovered on private land. Commissioners discussed separating the exploration agreement from the purchase/right-of-way agreement and asked staff to ensure clear terms for stockpile measurement and storage timing.
Miller said the county will use drone flights before and after stockpiling to ensure fair measurement for royalty payments. Commissioners approved the purchase agreement and then approved the exploration agreement by voice vote.
Separately, the county engineer reported two temporary and one permanent construction easement offers for the roundabout project; after discussion of land values and parity with comparable counties, the commission approved easement payments totaling $29,750. Commissioners also added and approved an electrical change order for a park stall barn to the accounts‑payable list during the meeting.
County staff said royalty rates vary by material class and location and cited an average royalty near $4.88 per yard in their local review; they noted some counties set a $3.50 cap while adjacent counties can be higher. Commissioners asked for explicit contract language on storage time limits and compensation adjustments in the packet. The exploration and easement decisions move right‑of‑way and resource‑development steps forward for planned roadwork in the county.
