County directs opioid‑settlement funds for reentry services and approves participation in national settlements

The Granville County Board of Commissioners approved two opioid‑related actions on Aug. 4: a subrecipient agreement to use opioid‑settlement funds for reentry services through Central Community Services and authorization to participate in national opioid settlements under the National Opioid Litigation consortium.
Catherine Hazlett of Granville‑Vance Public Health presented a proposal approved by the county’s Opioid Advisory Committee to fund reentry services for detainees being treated for opioid use disorder. The services — to be provided by Central Community Services — would assist clients with housing referrals (residential treatment, halfway houses, peer‑run homes), linkage to behavioral and primary healthcare, benefits access, transportation, supportive counseling, psychosocial education and collaboration with law enforcement and community providers. The advisory committee recommended a subrecipient contract for $43,257 to cover services through 06/30/2026; the board approved the recommendation and asked the county attorney to draft the subrecipient contract.
Hazlett and others also briefed the board on the status of medication‑assisted treatment (MAT) for incarcerated individuals. Staff said that continuation of MAT has been provided but induction programming has been delayed by contract finalization with Southern Health Partners; a contract had been negotiated and staff were awaiting the signed agreement so medication could be provided to offenders in custody.
Separately, County Attorney Wren updated the board on national opioid settlements. Granville County is eligible for funds from multiple settlements, including an estimated Sandoz allocation of approximately $109,757.75; participation deadlines were noted for fall 2025. Wren recommended following the National Opioid Litigation Council’s participation recommendations; the board voted to authorize county staff to proceed with required participation actions and to allow the county manager or county attorney to sign participation documents as needed.
Board direction: execute the subrecipient agreement with Central Community Services to expend $43,257 for reentry services, continue to push for finalization of the MAT contracts with Southern Health Partners, and submit participation forms for national settlements per counsel’s recommendation.
