Commissioners approve multiple capital items, change orders and create a tax manager position

- Pavement condition assessment and parking schematic: The board approved two professional services proposals from REI Engineers — a countywide pavement condition assessment (~$15,250) and a schematic design for downtown campus parking (~$12,500) — to guide future capital planning.
- Washington Elementary reimbursement: The finance office presented reimbursement request #10 from the contractor (WIMCO) totaling $3,000,005.00 for October work on the new Washington Elementary School; the state grant share was approximately $2,000,008 and the county share about $674,359.22.
