Amanda Leach, chief of staff, explained the draft aligned the board‑approval threshold with state statute at $100,000 and added purchasing thresholds for quotes (one quote under $5,000; two written quotes between $5,000 and $99,999; and board approval/competitive bidding for $100,000+). She noted that lowering the statutory threshold increases the volume of purchases subject to board oversight and could slow operations because competitive bidding typically requires 30–60 days.
Board members proposed a compromise to require board approval at $75,000 and above while retaining competitive bidding at $100,000 and above; the chair asked staff to incorporate the edits and present the revised language for the public 30‑day first‑read comment period. After a motion to accept the policy with stated revisions, the board voted unanimously to approve DJE for first read and open it for public comment.
The policy will be posted on the district’s assembly/Simbly site for a 30‑day public comment period before second‑read consideration.
