County planning staff told supervisors that changes in the BEAD broadband funding process have introduced uncertainty for some residents still waiting for service.
Planning/Building & Zoning (S4) said BEAD funding was intended to fill service gaps for residents who had been misclassified as 'served' in census blocks, but that NTIA must now approve a location set before DHCD can open the application portal. "The applications will be due 7 days after the portal opens," S4 said, warning the change compresses the application timeline and could affect providers’ implementation plans.
AllPoints Broadband has applied for the funding but told county staff the regulatory change could delay or alter its anticipated rollout. Board members raised concerns about unconnected properties (Rose Hill, Garland's Mill Pond) and connections for newly built homes.
Separately, S4 and engineering staff described problems with the county's emergency radio infrastructure testing: L3Harris identified a combiner that isn’t functioning as intended and recommended replacement. "They have suggested a solution of replacing the combiner, which we're being told could take up to 4 to 6 weeks," S4 said. The county requested and received an extension from the FCC; staff said they will not finalize sign‑off until full coverage testing can be completed.
