After an extended discussion about past practice, payroll, employee expectations and the effect of any federal holiday declaration, the board adopted an amended motion that the courthouse will close at noon on Dec. 24 and be open for normal business hours on Dec. 26 unless the federal government declares Dec. 26 a federal holiday. The motion also clarifies that elected officials and department heads retain discretion over staffing in their own offices; the highway superintendent's front office may be closed while crews remain on call.
County legal counsel noted that early dismissals historically have not been treated as holidays for pay purposes in the personnel manual, and commissioners discussed aligning practice with policy. The board's action reaffirms a uniform noon closure on Christmas Eve to avoid public confusion and leaves Dec. 26 as a normal business day unless a federal declaration changes that status.
