Greenville County planning staff opened an informational public hearing on Docket CZ-2025-071, a rezoning request for a 1.81-acre parcel near the intersection of Whitehorse Road (Highway 25) and Fairs Bridge Road (Highway 183).
Zoning staff said the property is currently vacant and zoned R-10 (single-family residential) and that the applicants are listed as Ken Katsampiris and Nikhil Patel of 3 Brothers Rental Properties. The request is to rezone the site to C-1 (commercial) to allow commercial uses, though staff said the applicants’ letter to county staff did not specify a detailed intended use beyond broadly seeking “business opportunities to the area.”
The hearing was informational only; staff reminded the public that the planning commission will forward analysis and comments to the Planning & Development Committee on Dec. 1, 2025, and that county council consideration requires three readings (first reading Nov. 18; second reading Jan. 6; third reading Jan. 20). No applicant or representative appeared to speak on the record for this docket at tonight’s hearing, and no members of the public registered opposition.
A commissioner asked staff for more detail about the applicant’s intended use; zoning staff confirmed the written submission was unspecific and the commissioner requested staff follow up to obtain clearer plans before the docket advances. The commission took no votes or recommendations at the meeting.
The Planning & Development Committee is scheduled to review the planning commission’s analysis on Dec. 1; any written comments may be submitted to the zoning administrator ahead of that review.
