Klamath County approves OHA IGA amendment and contracts to provide epidemiology services to Wheeler County

Klamath County Public Health presented two intergovernmental agreements Dec. 2: Amendment 4 to IGA #185817 with the Oregon Health Authority (OHA) updating program-element descriptions and an IGA to provide limited epidemiology services to Wheeler County.
Public Health staff said Amendment 4 revises descriptions for program element PE50 (safe drinking water) and adds or updates financial-assistance awards for several program elements, including state support for public health, ELC contact tracing and COVID-19 active monitoring, and public-health emergency preparedness. Staff said the agreement remains effective July 1, 2025, through June 30, 2027; the board approved the amendment and authorized the director to sign.
Separately, staff described an agreement to provide 0.2 full-time-equivalent epidemiology services to Wheeler County Public Health. "Wheeler County will pay Klamath County Public Health a flat fee of $5,151.45 each quarter in fiscal year 26," staff said, adding that the fee increases by 5% to $5,409.03 per quarter in fiscal year 27. The board approved the Wheeler IGA.
Staff reported increased grant revenue associated with the OHA amendment but the transcript records numeric phrasing inconsistently; the specific subdepartment accounting lines and amounts should be confirmed with county finance for precise budgetary bookkeeping.
Next steps: Director Little or designee will sign the OHA amendment and execute the IGA with Wheeler County; staff will incorporate the amended program elements into county public-health work plans and budgets.
