Klamath County awarded $1.43 million for library courtyard; board approves design contract with ZCS

Klamath County officials announced Dec. 2 that the county was awarded a $1,430,000 Local Government Grant from the Oregon Parks and Recreation Department to support construction of the Klamath Library Community Courtyard in downtown Klamath Falls.
County staff said the award includes a $715,000 match from the Klamath Library Foundation. The board approved the grant agreement (LG25-018) and authorized the chair to sign the document.
The meeting recessed into the Library Service District, where Director Matthew Neville presented a professional-services contract with ZCS Engineering and Architecture to advance the courtyard to full construction-level documents, prepare a public request for qualifications for contractor selection, obtain necessary permits and provide construction-phase services. "Under this contract, ZCS will develop a full scope and fee proposal to advance the library community courtyard project to full construction level documents," Neville said. The district approved the contract; the fiscal impact is an expense not to exceed $99,160 to the library reserve fund, to be paid with grant funds.
The project site was identified as 296 Main Street. Staff said the grant award was made Sept. 17, 2025; the board moved to approve both the grant agreement and the professional-services contract.
Next steps: ZCS will develop construction documents and staff will circulate RFQs for contractor selection; the district and county will return to the board as required for contracting and construction approvals.
