Roane County commissioners approved multiple resolutions and budget amendments at their meeting, carrying a slate of actions that included a fire-service contract for Rockwood and a contentious transfer request for juvenile facility HVAC work.
Resolution 12 25 01 authorized a fire service contract between Lifesize LLC and the City of Rockwood; the item was moved and seconded and the motion carried with no recorded roll-call tally in the public transcript.
Resolution 12 25 02 was drafted to clarify prior Resolution 9 24 07 by expressly adopting the recommended RV regulations attached to that earlier resolution so they can be enforced. County Attorney explained the clarification was needed because the prior resolution recommended adoption but did not explicitly adopt the regulations.
The commission also approved Resolution 12 25 03 to revise short-term rental committee membership following the retirement of the building inspector, and a resolution authorizing the Roane County Environmental Review Board to develop and adopt bylaws. Resolution 12 25 06 will amend attendance rules for members of that board to address long absences that previously prevented meeting quorums.
On budget matters, Resolution 12 25 07 amended the general fund budget to reflect salary and benefits changes tied to hiring an assistant planner and a planner; commissioners discussed temporarily paying two supervisors because the previous planner remains on payroll through Feb. 6. Motion carried.
Resolution 12 25 10 amended the general capital fund to transfer funds from account 171 balance to the courthouse/jail maintenance (1 71 CHJ) to cover a higher-than-expected juvenile HVAC bid (the bid came back about 11.5% above budget). Several commissioners questioned whether the CHJ subfund — originally funded by fees on warrants and used for jail and courthouse purposes — can be applied to juvenile facility work; the county attorney was asked to review the controlling statute before the commission finalizes the policy stance. Staff said the space receiving the HVAC work functions as courthouse offices and houses sheriff's staff, and that CHJ funds have been used for that building in the past.
Other items carried included highway department personnel changes (transitioning a part‑time retiree to full time) and amendments to school-related funds. For most motions the transcript records "motion carries" with no roll-call vote or tallied yes/no counts recorded in the public speech transcript.
Why it matters: The approved contract and budget changes have immediate operational effects (fire coverage, courthouse/jail maintenance and HVAC work). The debate over the allowable uses of the CHJ account raises questions about statutory authority for fund allocations and sets up a planned legal review.
What's next: County attorney and budget staff were asked to research statutory authority for CHJ subfund expenditures and to report back. Several pulled items (agenda items 4 and 8) will be revised and returned to the January packet.
