Speaker 2, who led much of the drafting discussion, said the draft would require contractors who construct, demolish, renovate or repair buildings that need a permit to obtain an annual contractor's license from the city and register with basic business information. "They have to come in and get registered, provide the name of the company," Speaker 2 said during the meeting.
