Commissioners approve most personnel action forms while debating use of State Bill 22 supplements and a lieutenant line item

A recurrent theme was the sheriff's use of State Bill 22 funds. Speaker 2 and Speaker 9 explained that SB22 supplements were included in the budget as a lump sum (roughly $350,000 referenced in the packet) and are not presented line-by-line for each employee in the meeting packet. The court discussed whether promoting or reclassifying an officer (for example, adding an in-house lieutenant) should create a new permanent line item in the general fund or instead be handled through SB22 supplement allocations. Speaker 3 objected to creating a lieutenant line item in the general fund during this budget cycle and said they would oppose that change.
The court clarified that SB22 funds are intended for law-enforcement pay supplements and that payroll/formal PAF submission is the mechanism the payroll office uses to know how much to add to checks. Speaker 11 stated that submitting the PAF is not merely a courtesy but a budget amendment/record that the court is entitled to review. After discussion, the court approved many of the presented PAFs while acknowledging the lieutenant/SB22 item required separate handling and may be tabled until further budget review.
No specific long-term budget change was enacted at the meeting for creating a lieutenant line item; Speaker 6 said such a line item could be proposed in the next year's budget.
