Williams County facilities and IT report highlights jail work and cybersecurity finds

Williams County facilities and IT operations were a focal point of the Nov. 18 meeting as Facilities Services Director Keith Cleven briefed commissioners on construction timelines, maintenance projects and cybersecurity activity.
Keith told the board the jail infirmary drawings are being updated for bid and estimated construction would begin "early next summer, probably June" depending on material deliveries. He said the Emergency Management storage building is nearly ready for occupancy once outstanding electrical and fire-suppression work is completed, and noted ongoing courthouse security and other remodeling work planned for 2026.
On IT, Keith credited a prior network segmentation project with limiting downtime during a vendor equipment change this year. He reported the county has handled roughly 3,000 IT tickets so far in 2025, with about "55% of those closed in under 24 hours, and 78% closed within 7 days." He told commissioners the county's quarantine catches "800 to 1,800 malicious emails a day," producing a small number of false positives that staff then release when appropriate.
Keith also said the county's IT team discovered two previously undiscovered variants of "Grama" ransomware and sent samples to state and federal cybersecurity operations for analysis. He noted the county's involvement in state cybersecurity efforts and said local staff were asked to participate in the governor's Cybersecurity Task Force and related advisory panels.
Commissioners praised facilities and IT staff for their work; the board did not take formal action on capital funding at the meeting but directed staff to continue project planning and to provide budget information as projects are developed.
