The Ulster County Legislature on Dec. 3 ratified a memorandum of agreement between the county and the Ulster County Civil Service Employees Association covering 2025–2028, approving negotiated wage increases and a take‑home car policy.
Tina Buono, who identified herself in public comment as president of CSEA unit 8950, urged the body to ratify the agreement. “The wage increases negotiated and agreed to by our unit and the county were a step forward in recognizing the pay disparities that exist throughout our titles and provide significant life sustaining and necessary wage increases to our members,” she told legislators, and said union members approved the MOA by a 95% margin.
On the floor, Legislator Maloney declined to cast a yes or no vote, saying he had unresolved legal questions about a possible conflict related to the negotiation process and could not get a clear answer from counsel. After procedural discussion, the chair recorded Maloney’s position as an abstention. The resolution was announced as adopted, recorded as 21 votes in favor with one abstention (Legislator Maloney).
The MOA also includes a negotiated take‑home vehicle policy that, according to the public comment, preserves existing take‑home privileges for those currently in supervisory titles while giving the county discretion over future appointments consistent with fleet policy.
Following adoption, legislators signaled the Legislature will continue oversight of labor and budget matters connected to collective bargaining and contract implementation.
