Essex County approves ARPA reappropriation for broadband initiative

The Essex County Board of Supervisors voted to reappropriate ARPA funds designated for a county broadband initiative following a public hearing and brief staff updates.

Chairman Acres opened the public hearing on the 2025-2026 budget amendment tied to the ARPA broadband allocation and invited public comment. No public speaker opposed the reappropriation during the hearing.

Carlos Tillman updated the board on fieldwork for the broadband rollout, saying GEV 13 "is going to be turning green on the next map" though Meadow Drive has a "hiccup" and that GEV 21 required relaying some fiber after test readings showed low light levels. The board later moved to approve the reappropriation; the motion passed by voice vote.

The approval was taken alongside other consent items on the agenda intended to move appropriated funds into the next fiscal year so projects can proceed. The board did not provide a detailed, line-by-line accounting during the meeting; the clerk indicated earlier that the dollar figures were present in the budget action form but there were multiple transcribed renderings of the amount on the record.
