Chester Gap mailbox cluster damaged; county coordinates temporary repairs and seeks USPS cooperation
Summary
After Oct. 11 damage to cluster mailboxes on Chester Gap Road left about 54 residents without delivery, county staff located 40 used boxes in Culpeper and asked the board to authorize up to $2,500 now to expedite installation while the sheriff investigates and insurance or USPS resolution is pursued.

The board discussed a damaged cluster‑mailbox incident affecting Chester Gap Road during the Nov. 3 meeting and authorized county staff to pursue interim repairs to restore mail service while investigators and the Post Office resolve longer‑term replacement and ownership questions.
Problem and immediate response: County staff reported that roughly 54 residents were affected when cluster boxes were damaged on Oct. 11 and subsequently removed by the Front Royal Post Office. The county identified 40 used cluster boxes in Culpeper that could be repurposed, but they require pedestals, lock‑cylinder compatibility checks and installation. Initial Front Royal cost estimates for brand‑new installations were approximately $8,100, while used boxes with pedestals or rekeying would lower that figure.
Board debate: Supervisors and other board members debated whether residents should cover replacement costs directly, whether the county should front an interim payment, and how to coordinate with the Post Office and sheriff’s office. One supervisor cautioned that many Chester Gap residents are responsible for private roads and services; another noted the county’s benevolent fund could assist individuals in hardship. Staff proposed, and the chair asked for, authority to spend up to $2,500 now to get the used boxes installed and rekeyed, with the expectation that any insurance recoveries would reimburse county funds if the responsible party is identified.
Context and ownership: Staff indicated the Post Office claims ownership of the boxes in this instance but that USPS practice varies by locality and year; county staff and the fire department located the 40 used boxes as an immediate resource. The sheriff’s office is actively investigating the incident, and staff pledged to coordinate with Front Royal USPS to resolve lock compatibility and installation logistics.
Quote: "We are still waiting to hear because Daniel [Culpeper contact] thought Front Royal had one that was salvageable... We'll have to buy pedestals and coordinate with the Front Royal post office to have them installed," staff told the board. "If the sheriff's office finds the person that caused the damage, their insurance may cover it," staff added.
Next steps: Staff will coordinate pickup of the used boxes in Culpeper, identify compatible lock cylinders or rekeying needs, coordinate installation with Front Royal USPS, and report back on costs and any insurance reimbursement. The board emphasized speed because winter weather makes frequent trips to the post office burdensome for affected residents.
