Committee approves ARPA reallocation to cover 2024 contract expenditures

Tompkins County’s Human Services Committee approved a resolution Dec. 15 to reallocate unused American Rescue Plan Act (ARPA) funds from projects executed in 2024 so the county can reimburse local expenditures for those contracts.
County administration told the committee there was a bit over $400,000 available from prior ARPA project allocations because some work was covered by state grants and not all ARPA budget lines were fully used. Federal ARPA rules require that reallocated ARPA dollars be assigned to contracts executed in the same program year; administration proposed applying the unused funds to eligible 2024 contracts to reduce the county’s local share.
Committee members asked which projects were involved; administration cited highway department projects as examples where state grants reduced local ARPA spending. The committee voted unanimously to approve the ARPA reallocation resolution (ID 13760).
Administration said the change would simply reimburse county expenditures and reduce the county’s local burden for those projects; no new contracts were proposed as part of the reallocation.
