During the meeting the commission conducted the city manager's annual evaluation and discussed a missed adjustment from the prior year. Commissioners agreed that the manager's merit adjustment should follow the same formula applied for other city employees; after discussion the board directed staff to include a 4% increase for the city manager effective Oct. 1, 2025, as part of the FY2026 salary plan.
HR and finance staff confirmed the city had budgeted a general 3% pool for employee salary adjustments in the FY2026 budget and that adopting a 4% city-manager increase would be incorporated into the salary table. Commissioners asked staff to calculate any retroactive or prorated amounts consistent with city policy and the manager's contract. The subsequent resolution adopting the FY2026 salary plan (Resolution 2025-85) passed by roll call 5–0 with the manager's 4% increase included.
