Committee approves contingent contract to let Rebuilding Together of Saratoga administer home-rehab grants

Planning staff asked the committee to authorize a tentative agreement with a nonprofit to operate the countyhome-rehabilitation program if the county receives two pending New York State Office of Community Renewal grants. "The resolution in front of you is to approve a tentative contract with... a home rehab specialist," the planning representative said, noting the intent is to have an administrative partner ready so awarded funds can be deployed quickly.
Staff said they anticipate the combined award could be roughly $300,000 and that administrative set-asides for program delivery are relatively large because of paperwork and client management; committee members estimated the administrative portion could be about 25% of the maximum award. The planning representative explained these administrative funds are intended to cover contractor and client management tasks and would come from the grant award when received.
Supervisors asked whether the county should create a capital project account now or wait until the state issues awards. Legal counsel recommended conditioning the contract so it would not become effective until the county accepted the grant award. After discussion the committee amended the resolution to explicitly condition the contract on receipt of the grant funding and approved the motion by voice vote.
Committee members emphasized the objective is speed and program effectiveness once awards are made, while minimizing the risk of committing county funds in the absence of a confirmed award. The county will return with final agreements and any capital-account proposals if the grants are awarded.
