After heated debate, Roanoke County approves amended hotel incentive with Town of Vinton

Roanoke County supervisors voted Dec. 16 to approve a second amendment to a memorandum of understanding with the Town of Vinton that adjusts the economic incentive tied to a proposed Benton East County hotel.
The amendment extends the county’s incentive structure to a five‑year payout totaling $500,000 under the revised terms. Supervisor Paul Mahoney urged colleagues to vote against the amendment, arguing that hotels typically offer low‑wage positions, provide limited local infrastructure benefits, and that the revised deal removed meal‑tax participation from the incentive package. Mahoney said the county had already invested in other incentive projects and questioned whether the public benefits justified continued support.
Colleagues who supported the amendment said the project replaces underused and dilapidated parcels with taxable development, provides lodging close to wedding venues and Explorer Park, and is part of a multi‑year county partnership with the town to revitalize downtown Vinton. Supporters noted that projected long‑term real estate tax revenue and increased sales for downtown restaurants and businesses made the incentive worthwhile over time.
After discussion, the board took a roll‑call vote. The amendment passed with four yes votes and one no (Mahoney). The motion was recorded as approved.
