Gilbert showcases municipal AI pilots and governance plan as staff propose expanded citizen‑facing tools

Sarah Van Slyke, interim chief of Emerging Technology, briefed council on Gilbert’s AI initiatives, noting the town has launched roughly 10 pilot projects and deployed eight tools in the past 24 months and invested approximately $811,000 in AI solutions.

Staff demonstrated use cases: using Claude to synthesize job descriptions and rapidly analyze municipal code or policies, and Scribe to capture step‑by‑step process documentation automatically. Van Slyke described concrete productivity outcomes (faster document review, automated SOP capture) and governance measures (training, AI advisory committee) intended to manage risk and maintain human judgment in decision making. "AI in a municipal setting serves as a productivity multiplier," she said, framing tools as assistants rather than replacements.

Planned resident‑facing pilots include a unified chat assistant for town services, a pre‑application assistant to streamline permitting steps, public meeting transcription for accessibility and AI agents for real‑time resident assistance. Staff also mentioned partnerships to expand governance (an AZ AI Coalition involvement and a second Emerging Tech Expo).

Council offered positive feedback and asked for careful attention to public‑facing governance, training and communications that explain where AI is used, how it is governed and how residents’ data and privacy will be protected.
