Commissioners amend nuisance ordinance complaint language in second reading

The DeKalb County commissioners moved Dec. 22 to approve the public-nuisance ordinance (DCC 16-7-2) on second reading with an amendment to its complaint-form language that eliminates a requirement limiting complaints to county residents or immediate neighbors.
During discussion the code compliance official described typical enforcement practice and said that isolated instances of parting out a vehicle might not warrant enforcement absent other code violations. Commissioners and community members argued for enabling any person — including passersby or the code compliance officer who observes a violation — to initiate a complaint. One commissioner said restricting complaints to adjacent residents or county residents could prevent tourists or visitors from flagging visible blight near future tourist venues.
A motion was made and seconded to remove the resident-only sentence in Section 3(d)(1); the board approved the change by voice vote and scheduled a third reading at the next meeting to finalize the ordinance.
