Ware County commissioners reviewed multiple procurement items on Nov. 10, including bids for two motor graders, tractors, an excavator and a '27 Freightliner dump truck. Vendors and staff outlined lease terms (five‑year leases with maintenance and replacement guarantees) and outright purchase prices.
David Penner, a vendor representative, described lease and purchase options for motor graders and explained that leasing shifts service and replacement responsibilities to the vendor. Commissioners repeatedly said they preferred leasing for high‑use items because the county can maintain service continuity if a machine is down. One commissioner said leasing ensures quick replacement if a machine is out of service for more than 48 hours; staff confirmed vendor guarantees in those scenarios.
Staff reported a recommended paving contract under a CDBG amendment for Katy Lane and Dusty Lane with Thrift Brothers Construction in the amount of $270,217.87; commissioners agreed to move that contract to the regular meeting for formal approval. Vendors and staff also presented several other low bids (tractor and equipment brands and dealer names were reviewed). Final purchases or lease approvals were deferred to the regular meeting, where commissioners will vote after receiving financing comparisons and final terms.
No final procurement votes were taken at the work session.
