Commissioners approve services paperwork for 1st Street widening and grant conditional subdivision acceptance

Speaker 2 presented a services scope, schedule and cost estimate for the 1st Street widening project (Avenue Road to 45th East) and said the services agreement from Michael Scott would be provided later for signature. "So you have in your information, bridal services, scope of work, schedule, and cost estimate, for 40 or, for the 1st Street widening project, Avenue Road to 45th East," Speaker 2 said.
Following that presentation, Speaker 1 proposed a motion to approve the services statement for executive approval; Speaker 3 moved the motion and Speaker 1 called for the vote. The motion proceeded with the board indicating support.
Later in the meeting, Speaker 4 raised a conditional acceptance item for a subdivision referred to in the transcript as SSYA (Young Mazda). Staff explained the conditional acceptance had been delayed while parks completed work on a lift station. Speaker 5 described the delay: "Took us a long time to get the conditional acceptance done because they were waiting on parks for their lift station." Speaker 1 said the county’s engineer and inspectors had flagged incomplete downstream rock placement at a nearby creek, and recommended conditional approval while remaining elements were finished.
Speaker 1 moved that the board grant conditional approval of the SSYA subdivision and a second was recorded; the board voice-voted in favor. No final plat approval or final acceptance was recorded in the transcript; staff indicated additional public improvements and engineer sign-off are required before final acceptance.
The board asked staff to circulate the finalized services agreement for the 1st Street project when it becomes available and to track completion of the SSYA conditions before returning the subdivision for final action.
