County staff map winter gate closures, agree to delegate key issuance

An unidentified county road staff member (Speaker 2) told the meeting the gates were installed after repeated noncompliance with rope-and-sign closures and multiple incidents of visitors becoming stuck. "People kept throwing the rope closure signs off to the side and driving through anyway," Speaker 2 said, and later noted, "The gates have been up for about 3 years now." Staff said the gates reduce repeated rescue calls and avoid further damage and repair costs to remote roads.
The group discussed related closures across several areas — McCoy Creek, Grayslake, High Country Road, Traval Road, Campbell Road and Falk Creek — and described how grooming operations and shared-use travel influence where closures are set. Staff explained some grooming operations stop before county closure points to prioritize access to infrastructure such as substations.
On key distribution, commissioners and staff agreed to change how keys are issued. Historically, residents or landowners signed forms at the county office to receive gate keys; Speaker 1 proposed delegating authority so a designated staff member could issue routine keys in the field. Speaker 1 said delegating to "Lance or his designate" would reduce unnecessary trips: "We can just give Lance or his designate the authority to issue those keys." Staff confirmed they would revise the gate form and policy so new routine keyholders would not have to come to the office unless there was a dispute.
Staff also reported a standing inter-county agreement with Caribou County for winter operator services and asked a commissioner to re-establish contact to renew last year’s operator agreement. Speakers said most closures can be installed in a single day but that some routes require additional crews and days to complete.
The meeting closed with a set of next steps: update gate policy and forms, delegate routine key issuance to a staff designate, contact Caribou County about inter-county operator support, and collect updated contract numbers for winter plowing and grooming operations.
