Council approves appointments, resolutions and two bills in unanimous votes

Appointments approved (each reported by voice or roll call as 7–0): Lisonbee M. Hoff to represent the council on the Harford County Humane Society; Spencer Eban as director of procurement; Mary Jones to the Citizens Care Nursing Home Board of Directors; and the reappointment of Pamela Smith plus new appointments of Michelle Campania and Paul Boleyw to the Department of Social Services advisory board.
Resolutions approved (unanimous): Resolution 04025 (interest-rate of redemption); Resolution 04125 (economic development opportunity loan fund to RPM Tech LLC); Resolution 04225 (notice of sale refunding bond, series B); and Resolution 04325 (notice of sale CPI series A). Councilmember Jan Giordano described visiting RPM Tech's facility and urged support for the economic development loan.
Final readings and enrollment: Bill 25-016 (animal shelter) and Bill 25-017 (finance and taxation) were moved, seconded and passed on final reading with roll-call votes recorded as 7–0; both bills were enrolled as finally passed.
Other actions: Council approved revised rules of procedure (7–0), scheduled a special legislative session for Feb. 3, 2026 at 2 p.m. for a bond sale, and approved canceling the Dec. 16, 2025 legislative session day because of member scheduling and a light calendar.
