Sarpy County approves $14.52M construction contract for 156th Street and Capehart Road; OKs $1.84M Olson supplement

The Sarpy County Board of Commissioners voted Dec. 2 to award a $14,522,250.57 construction contract to Graham Construction for the 156th Street and Capehart Road improvements and to approve a $1,843,330 construction-administration supplement with Olson Inc.

Deputy administrator Scott Bovick told commissioners that the county opened six bids for project C7724-1224-13. "The lowest bid was from Graham construction in the amount of $14,522,250.57," Bovick said, noting the highest bid was near $17.8 million while the engineer's estimate was about $16.5 million.

Bovick described the scope for the first package as three lanes on 156th and Capehart Road and said construction for this package is scheduled to begin in March 2026, with that package expected to be completed later in 2026. He said remaining work — northern and southern packages — will be bid in 2026 with full project completion currently projected in 2027.

The deputy administrator said the county is coordinating with nearby cities on the project. He noted portions of the corridor fall inside the extraterritorial or city limits of Gretna, Papillion and Springfield and said those jurisdictions will contribute fees or program funds toward their portions of the work.

Commissioners questioned whether an existing bridge in the project area would be realigned or widened. Tony Eaglehoff of Olson Inc. said, "The bridge itself would remain in place," and that the project would improve the approaches and pave the area adjacent to the concrete bridge rather than build a new crossing.

On overall costs, Bovick provided estimates for additional phases: he said the northern portion (which requires pioneering much of Schramm Road) is roughly $10 million and the southern portion closer to $9 million because two lanes are already paved in parts of that segment. He said the county's multi-phase plan placed the total program cost in the county's road program at about $45 million; based on the bid and right-of-way and engineering estimates, the county remains on track for that figure.

The board moved and seconded the resolution to award the construction contract (Resolution 2025-308) and voted to approve it. The board subsequently moved, seconded and approved a supplement (Resolution 2025-310, supplement #2) with Olson Inc. for construction administration covering the 2026 work in the amount of $1,843,330.

The meeting record shows both motions carried; the transcript records "Motion passed" for each item without an explicit roll-call tally in the transcript.

The board also tabled a Sarpy County and Cities wastewater agency quarterly update until Jan. 6, 2026, and approved routine consent agenda items earlier in the meeting. No executive session was held and the meeting was adjourned.
