The handbook previously allowed certain workers to accrue higher comp balances (historically discussed as 40 hours for some roles); commissioners discussed raising a military-accrual cap to 80 hours for reservists and whether those service members should be allowed to carry balances into the next year while other employees would be paid out. Several members asked department heads to consider use cases before final language is approved.

Because additional drafting is needed to clarify carryover and numeric caps, a motion was made to table the handbook revisions until staff can incorporate a narrowly worded carryover provision for military reserve personnel and resolve outstanding language. The motion to table was moved, seconded and approved by voice vote; the item will return to a future meeting after edits.
