Madison County adopts 2026 budgets after review of transfers, benefit costs

Madison County—s Board of Commissioners voted Dec. 16 to adopt the county—s 2026 general fund budget and the outside general fund budget following a multi-hour review of revenues, transfers and benefit costs.
Finance director Spencer walked the board through the proposed numbers and line-item changes, saying staff had located an error in a revenue spreadsheet and that transfers now include roughly $600,000 in combined items — including a $500,000 earmark for road and growth-improvement work the board discussed moving to the gas tax fund. Spencer said the final general-fund figure the board was presented is $28,006,918.37.
Commissioners pressed staff on benefits and health insurance costs. One commissioner described recent two-year premium increases that have strained budgets, and commissioners discussed offering more information to county employees about high-deductible/HSA options. Spencer and other staff said they will convene a working group or provide additional employee outreach early next year.
The board moved and seconded the general fund resolution and, after roll-call, approved the budget. Minutes record the board approved the outside general fund budget later in the meeting by roll call as well. The board set a follow-up schedule for detailed implementation items and to continue discussions about employee benefit design for 2026.
The vote concludes the county—s formal budget adoption process for 2026; commissioners said they expect further updates during the fiscal year if unanticipated costs appear.
