Whitley County redevelopment commission approves reimbursement for sewer/road agreement, passes routine transfers

"It's fixed at one sum of $106,000," said Unidentified Speaker 8, describing the agreement and noting a secondary line for hourly charges if unforeseen work is needed. Another commissioner said the arrangement is permissible "under the statute," indicating the RDC could reimburse the highway department rather than directly managing the construction.
A commissioner moved that the RDC "agree to reimburse the highway department for the amount that is agreed upon by the county commissioners, assuming that they come to an agreement and execute that agreement." The motion received a second, the chair called the vote and announced the motion passed.
The commission also approved a transfer resolution to move $500 for bond purposes and $2,008.50 for board-member payments from a designated fund into the RDC's regular redevelopment account. Staff presented vendor claims including an invoice from Carson LLP for $2,478 and a Putley County EDC fee of $20,000. Commissioners approved the payroll schedules and vouchers for the coming quarters after a motion and second.
Staff reported that one commissioner (Mike) is ineligible to receive RDC stipends because he serves on multiple boards; as a result, his name was excluded from paid stipends. Project updates included the ongoing cleanup at the Project Freedom site (barn demolition largely complete, remaining timbers estimated at roughly four loads) and advance work on the Overdere/Bridal property and Radio Road remodeling. Commissioners noted an agreement between SDI and INDOT related to US 30 is signed and staff is awaiting surveys to inform design work and any right-of-way impacts.
The commission set an Impact meeting for Friday, Dec. 5 at 10 a.m., and confirmed the next regular RDC meeting for Dec. 9. No contested or contentious disputes were recorded in the transcript; several items were described as previously approved and were on the consent or routine portion of the agenda.
