Resident questions grant-related budget amendment and scope of Boulevard East safety project

Mark Bloomberg of West New York told commissioners he supports safety upgrades but questioned a $500,000 budget amendment (agenda item 8) and whether the work included a driveway into a park that would primarily serve a proposed preschool. Bloomberg asked whether North Bergen, which plans to place the preschool, should be responsible for the driveway costs and whether Department of Education driveway standards were being applied rather than Department of Transportation standards.
County administration and Director DeFilippo responded that the item is a budget amendment to record grant funds previously approved by the board on 06/12/2025; because of county budget procedures, the grant requires a post-budget amendment for accounting purposes, and this does not change project scope or grant terms. Staff also said the project is primarily focused on safety along Boulevard East and that a public information center is expected in early fall to share more detailed plans and collect public input.
Commissioners encouraged Bloomberg to meet with Director DeFilippo after the meeting for follow-up, and staff suggested meeting to review the scope of services for the bathroom upgrade item as well.
