Resident urges Scott County to seek interstate K-12 cost-sharing after alleged undocumented tuition waivers

During Citizens' Expression, Miss Bowers urged the Board to address what she characterized as an undocumented tuition waiver that shifts more than "1000000 dollars annually" in educational costs to Scott County taxpayers. She told the board the school board's reliance on subsection "22 1 5" to admit out-of-state students "misrepresents the law" and argued the statute requires documented reciprocity before tuition may be waived. "If the General Assembly had intended to allow tuition to be waived freely, it would not have specified the conditions," she said.

Bowers asked the board to "immediately authorize and direct the county attorney's office to transmit an approval final draft of a proposal to the Tennessee Director of Schools and formally begin the negotiation process for the interstate K-12 educational cost sharing agreement." Board members discussed prior meetings and litigation and cautioned about commenting on matters connected to pending legal actions; the chair indicated staff will follow up and that the school board remains the primary body responsible for school-administration decisions.

Board discussion later referenced past correspondence with the Virginia Department of Education and differing interpretations about whether tuition or an admittance fee affects Average Daily Membership calculations used for state funding. Several supervisors noted the issue has been raised before and that the school board should resolve compliance questions; one supervisor advised caution in public discussion because of pending litigation.
