Laurens County Council advances multiple industrial projects totaling hundreds of millions, approves inducement agreement

The Laurens County Council on Dec. 8 voted to advance several ordinances and an inducement agreement intended to bring new industrial investment and jobs to the county.
On second reading the council approved Ordinance 992 (project IPE Filo), described in the meeting as a $93,000,000 project expected to create 126 jobs. The council also approved on second reading Ordinance 993 to amend the Multi-County Industrial Park agreement to include project IPE and Ordinance 994 for project Floyd, described as a $63,800,000 facility expected to create 15 jobs. Each of those second-reading items passed on recorded voice/hand votes reported as 6-0.
Council members also approved Resolution 2025-27, an inducement agreement for a project the meeting described as a $9,000,000 investment projected to create 70 jobs. First readings were taken for Ordinance 997 (Project Diamonds Filo, title-only to allow time for a full multi-party agreement), Ordinance 999 (Project Diamond’s multi-county industrial park), and Ordinance 998 (amending the Hunter Multicounty Industrial Park to include project Lloyd). Staff said a full ordinance and multi-party agreement for the Diamonds Filo project should be ready before the next meeting.
The council did not attach additional conditions in the meeting discussion beyond standard ordinance and interlocal agreement preparations. Motions and seconds were recorded for each item; where recorded, votes were unanimous (6-0).
Why it matters: The ordinances and inducement agreement discussed would expand the county’s industrial park footprints and, if the projects proceed as presented, add new private investment and jobs in sectors the county is courting. The council and staff emphasized coordination with multi-county partners and that some agreements are title-only at this stage pending legal and contractual documents.
What’s next: Staff and the applicant teams were expected to return with full agreements, site plans and the multi-party ordinance text for final readings at subsequent meetings; council flagged a special-called meeting date in late December when some second readings will be finalized.
