Warren City Council approved multiple administrative items intended to position the city to respond to a countywide reassessment and to complete routine year‑end housekeeping.
On legal representation, staff told council the county board of assessment appeals heard about 3,000 appeals countywide and many decisions may be appealed to the Court of Common Pleas. Council authorized the city to join a joint representation agreement to share outside legal counsel and independent appraisers with the county and school district, noting that fees under a joint agreement would be prorated among the taxing bodies. Staff emphasized that no legal fees will be incurred until the city uses the retained counsel in active appeals.
Council also approved retaining the current city solicitor firm for 2026 after discussing perceived conflicts of interest that might arise when a single firm represents multiple municipal entities; the solicitor's office said representation of co‑taxing bodies is not automatically a conflict absent opposing litigation. The solicitor appointment carried with one recorded "no" vote.
Auditing services were approved for fiscal years 2025–2027 with Heberling and Falt (engagement letter noted and annual fee caps read into the record).
Council adopted a revised municipal fee resolution that updates vacant property registration fees, police video-recording fees, recycling collection pass-through increases, stormwater escrow levels and street-opening restoration fees; council deferred additional detail for the vacate/foreclosed property fee schedule to the January meeting to include ordinance backup.
Other approvals included renewal of intermunicipal EMS agreements and a one‑year joint billing agreement with Emergicare Incorporated that adds provisions for billing Veterans Affairs patients. Staff said the EMS contracts keep local emergency medical coverage consistent across neighboring municipalities.
Councilors said they want clear cost-sharing rules and documentation for legal representation expenses and requested future reports as appeals progress.
