Connellsville approves animal-control and permitting-software contracts; appoints regional tax-bureau delegates

Connellsville City Council approved two vendor agreements and a set of appointments during its Dec. 16 meeting.
Councilor Luedes presented a two-year animal-control services agreement with Hoffman's Ford and Kennels that begins Jan. 2026. The contract specifies a monthly base rate of $355 and a $120 per-call charge for calls after regular hours, Saturdays, Sundays and holidays; funding will come from line item 420.45 in the city budget (SEG 591-597). The motion was seconded and the council approved the agreement by roll-call vote (SEG 605-613).
Separately, council authorized a three-year agreement with Cloudpermit to provide code and permitting software. The contract was described as costing no more than $25,000 in year one, $9,360 in year two and $9,734 in year three, with funds drawn from line item 422.43. Staff said the system will centralize building, stormwater, zoning and UCC permits and will be accessible by residents via a free app or the city website (SEG 678-685; SEG 747-756). Council members noted the software should reduce paperwork and allow online permit applications and tracking.
The council also appointed Tim Witt as the city delegate to the Southwest Regional Tax Bureau, with Ethan Keedy as the alternate and Carol Tiberio as second alternate; the appointments were seconded and approved (SEG 455-458, SEG 462-472). Council clarified the order of substitution: if the delegate cannot attend, the alternate attends, then the second alternate if needed (SEG 464-469).
Votes on both contracts and the appointments were recorded by the clerk and passed during the meeting. Staff will finalize agreement documents and update the clerk’s office with the regional-tax-bureau delegate contact information.
