The Borough of Northvale mayor and council approved a multi-item consent agenda that included tax refunds, budget transfers and several housekeeping resolutions.
The council on a motion by Councilman McCallian, seconded by Councilman Vancic, approved resolutions authorizing the chief financial officer to refund tax overpayments for several properties; cancel 2026 first- and second-quarter taxes for a totally disabled veteran; and authorize a raffle license for the Northwell School PTO scheduled for Feb. 10, 2026. The council also affirmed the borough’s civil-rights policy covering officials, employees, volunteers and members of the public.
In financial housekeeping, the council approved a transfer of roughly $56,000 of unspent older grant and settlement appropriations back into borough reserves and canceled roughly $150,000 of 2025 appropriations that went unused so those funds can be moved into reserves for 2026. The council also approved a transfer to cover current bills and the payment of outstanding bills.
The mayor read the list of properties eligible for refunds and described the reserve transfers as routine budget cleanup. No substantive amendments were offered during discussion. The mayor opened the meeting to public comment and the period closed with no speakers. The clerk then conducted a roll call and the measures carried with the council voting in favor.
The approvals were taken as a consent package; individual resolutions referenced by number in the meeting record include Resolution 168 (tax refund authorization), Resolution 169 (tax cancelation for a totally disabled veteran), Resolution 170 (raffle license for Northwell School PTO), Resolution 171 (affirmation of the borough civil-rights policy), Resolution 172 (redemption of tax sale certificates), Resolution 173 (reclaim old grant/settlement appropriations, ~ $56,000), Resolution 174 (cancel unused 2025 appropriations, ~ $150,000), Resolution 175 (interfund transfer to pay current obligations, $98,000 appropriation transfer) and Resolution 176 (payment of bills). The council recorded the measures as approved.
