North Allegheny School Board approves routine slate of votes; minutes pass with three abstentions

The North Allegheny School Board on Dec. 10 approved a series of routine actions including minutes, finance items, personnel appointments and program approvals.
Miss Hardy moved to approve the combined minutes from Nov. 12, 2025; the motion passed with six ayes and three abstentions by new board members who were not in attendance. The curriculum slate — which included course changes to the 2026–27 program of studies and permission for students to participate in the Pennsylvania FCCLA state leadership conference — passed unanimously, as did the human resources slate and several program and technology items.
The finance report presented accounts payable, student expenditures for October 2025 and budget transfers. Finance director Mr. Winegar told trustees the November forecast shows a projected $600,000 overrun but that some favorable items have appeared this month. The finance items passed; two trustees abstained from item number 1 (recorded as Mr. Reinegar and Mrs. Blackburn).
On personnel, Dr. Gibbs presented eight human-resources action items, including the appointment of consultant Susan Belabot to serve as interim principal at Hozak Elementary; the HR slate passed unanimously. Other approved items included the Whole Kids Foundation Garden Grant (property and supplies) and the AIU deaf and hard-of-hearing services agreement under student services, both approved without recorded opposition. The board also approved the Parchment alumni transcript delivery system as the district’s official transcript vendor.
The superintendent’s single action item on professional seminars and professional development was presented by Dr. Hyland and approved. Several policy updates (first reads of policies 606, 607, 608, 619 and 620) were listed as information-only items for future consideration.
The meeting adjourned after a short special-reports block and community-announcement items.
