Crawford County commissioners approve ARPA reimbursements and adopt 2025 budget amendments

The Crawford County Commission on Dec. 19 approved three American Rescue Plan Act reimbursements and adopted several 2025 budget amendments after discussion about year-end cash flow and specific fund shortfalls.
Commissioners voted unanimously to approve an ARPA drawdown that included three invoices presented at a work session: New Foundations ($5,532.80), Sugar Creek Packing ($7,672.50) and Adam Jones Law Firm for the county’s comprehensive plan ($6,485). The motion to approve the drawdown was moved and seconded and passed on a roll call in which Commissioners Blair, Moody and Wood each recorded “Aye.”
Why it matters: the reimbursements use federal ARPA funds already budgeted for county projects and reimburse past expenditures for community programs and planning work. Commission staff said the items had been reviewed in a morning work session before the vote.
The commission also considered and approved a set of 2025 amended budgets. County staff explained that the consolidated 911 fund had been budgeted at $300,000 but actual spending this year approached $340,000 due to higher-than-anticipated costs; to avoid an audit reportable deficit they recommended increasing the appropriation to $400,000. Commissioners discussed cash timing for EMS and other funds — noting some 2025 bills will be settled when January tax distributions and other deposits arrive — and approved the amendments by roll call.
Other formal actions taken at the meeting included approval of a personal property tax-roll correction and refund for $18, and authorization to pay the county’s League of Kansas Municipalities membership dues (a minor $1 increase from last year). Those motions were moved, seconded and approved during the session.
What’s next: staff will sign the three certified pages for the ARPA drawdown and return with reconciled budget documents for any final bookkeeping. The commission scheduled additional items for upcoming meetings — including a Jan. 6 Recovery Court update — and said it will monitor 911 and EMS cash flow at the Dec. 30 check-in if year-end deposits are insufficient to avoid an additional transfer or motion.
