Harvey County approves transfer‑station rate increase and accepts low bids for 2026 pavement and bridge work (pending staff review)

Justin Blinn of Public Works presented Resolution 2025‑32 to adjust transfer station rates for 2026 and explained the change was driven by Reno County Landfill raising its rates by $1/ton. "Due to the rate increase to Reno County Landfill... we'll be adding a dollar per ton for all of our MSW for, in county and out of county," Blinn said; in practice the county’s in‑county rate will rise from $41 to $42 per ton and out‑of‑county from $60 to $61. He said special waste and asbestos fees will also increase by $1 and the county will add a refrigeration disposal category at $20 per item to accommodate upcoming services (refrigerators, air conditioners) starting Jan. 2026.
Commissioners adopted the resolution by voice vote.
Public Works then opened bids for three 2026 projects. For the Hot Mix Asphalt (HMA) program (roughly nine miles of pavement), low base bid was Pearson Construction at $1,292,621.50; commissioners voted to award the contract to Pearson pending staff review and verification. The microsurfacing project (about 20 miles) received a single bid from Vance Brothers — $1,080,624.33 — which the commission accepted pending staff approval. For bridge K‑15.9 replacement, bids were close; King Construction’s low base bid of $1,136,406.36 was accepted pending review.
Commissioners emphasized that award motions were contingent on staff confirmation of bid completeness, addenda acknowledgment and contract language. Several commissioners also asked about contractor scheduling and contract provisions to ensure projects are completed once they begin.
