Harvey County schedules Dec. 16 hearing after proposed $2.2M solid-waste budget increase

County Administrator Kevin told the Harvey County Board of Commissioners on Nov. 25 that staff will seek budget amendments to respond to unanticipated solid-waste disposal costs and emergency communications expenses.
Kevin said the solid waste enterprise fund requires an additional $2,200,000 of budget authority because Reno County raised its special-waste disposal fees and the county faced unexpected equipment-repair costs after a machine broke down. "They increased theirs, and so that gets passed down to us," he said.
Kevin also identified a $13,500 increase to the 911 fund to cover unexpected capital expenses, including computer upgrades, telephone costs tied to a console remodel, and the replacement of a generator transfer switch at Camp Hawk.
The board approved issuing formal notice of a public hearing on the proposed 2025 budget amendments. The hearing is scheduled for Dec. 16 at 9:45 a.m. during the regular commission meeting.
Kevin said the larger solid-waste amount is being handled through the enterprise fund, which pays expenses from its own revenues but requires budget authority to expend funds. Commissioners approved the notice by motion and voiced no objections in the meeting record.
Next steps include staff preparing the formal hearing materials and publishing the notice per statutory requirements.
