Adams County officials defend 48th and State Street redesign amid public criticism

County staff member Jim Frankenhoff summarized the engineering and jurisdictional history: a 1973 agreement with the city of Quincy anticipated a transfer of the corridor to the city once annexation thresholds were met. He said the city later backed out of a joint roundabout plan and the county proceeded to complete culvert, curb and parking-lane work to meet the prior commitments. Frankenhoff noted coordination with Quincy city engineers and explained utility and power-pole constraints tied to the earlier roundabout design; he said the current project is roughly $1,300,000 and that any later redesign (for example to add a formal right-turn lane) would likely require an intersection design study and additional costs.
Chair responded to public concern about the sidewalk placement, saying it was staged to improve the county's competitiveness for an IDOT grant and to anchor future connectivity points. Board members asked for clearer process steps for projects that were approved years ago and suggested refreshing older approvals when a significant portion of a project sits idle for years. Several members asked the county clerk and staff to prepare a status update on the jurisdictional-transfer list and on upcoming construction updates.
What happens next: The board asked staff to provide the jurisdictional transfer documents and construction updates for future meetings and to notify members ahead of the upcoming commercial solar facility hearing and other hearings that could affect right-of-way or utilities.
