The Halifax County Board of Commissioners voted Jan. 5 to approve a resolution allowing the county ABC board to retain $75,000 of working capital to purchase backup generators for five ABC stores and the board office.
Darion "DJ" Carlo, general manager for Halifax County ABC, said outages have interrupted point‑of‑sale and processing systems at multiple stores and at the Halifax office; he requested the working capital to fund the generators. County staff told the commissioners the request is a statutory process because retained funds reduce gross receipts that otherwise flow to the county general fund. Finance and county management recommended the resolution be narrowly drafted to ensure the money is used only for generators and related equipment.
Commissioners discussed the operational need, confirmed the request is for temporary retention and not a permanent reduction in county receipts, and moved to adopt the resolution. The motion — made by Commissioner Barrett and seconded by Commissioner Silva — passed by voice vote. ABC board representatives said they will contract purchases and ensure a use agreement limits the retained funds to the generator project.
