The Trumbull County Board of Commissioners approved a slate of administrative resolutions and authorizations for 2026 during its reorganization meeting. Key actions included adopting Robert's Rules of Order as the meeting guidelines; setting weekly regular meetings for Wednesdays at 10:30 a.m.; adopting procedures under Ohio Revised Code section 121.22 for posting and notifying the public of meetings; and authorizing the county to continue memberships and contracts necessary for operations.
Notable financial and administrative approvals included:
- A resolution setting the IRS optional standard mileage rate for 2026 at 72.5¢ per business mile. (Adopted)
- Authorization to pay $490,553.49 to the Ohio Department of Health for the 2026 Children with Medical Handicaps program pursuant to Ohio Revised Code section 3701.0231; the amount was stated as equal to one-tenth of one mill of the county's total property tax valuation. (Approved)
- Approval of membership dues: $14,017 to the County Commissioners Association of Ohio and $4,040 to the National Association of Counties for the 2026 period. (Approved)
- Approval of a professional consulting agreement with Maximus Consulting Services Inc. to update and implement the county’s indirect cost allocation plan and cost allocation study for 2024–2026; President Tony Bernard was authorized to execute the agreement on the county’s behalf. (Approved)
- Continuation of an online seller's agreement with GovDeals Inc. for another year and adoption of a formal resolution of intent to conduct an internet auction for unneeded county personal property pursuant to ORC section 307.12. (Approved)
The board also granted permission for multiple department directors and staff — including the planning commission director, chief building official, human resources staff, Job and Family Services director, workforce development administrator, 9-1-1 center director and county recorder — to attend relevant state, regional and national trainings, conferences and association meetings during 2026. These items were passed by roll call without recorded dissent.
The meeting closed with condolences offered for Mayor Kyle, who is recovering from injuries sustained while vacationing in The Bahamas. The board adjourned after confirming a workshop the next day.
