Council President Marcy Collier Overstreet called the Atlanta City Council back into session on Jan. 5, 2026, and the body moved quickly to organize its work for the year. The council adopted the day’s agenda and, by recorded votes, elected Council Member Andrea Boone to serve as council president pro tem for 2026.
The council’s municipal clerk, Corinne Lindow, called the roll and reported a quorum. "With 12 members, we do have a quorum," President Overstreet said as the meeting proceeded to business. A motion to adopt the agenda, moved by a council member identified in the record as Louis and seconded by Bakhtiari, passed by unanimous consent (12 yeas, 0 nays). Shortly after, the council voted to elect Andrea Boone as president pro tem under City Code section 2-3-7; the clerk recorded the vote as 12 yeas, 0 nays. "Congratulations, Council Member Boone," Overstreet said after the tally.
The council also adopted the minutes of the Dec. 1, 2025 regular meeting. Municipal Clerk Corinne Lindow certified the minutes; the motion to adopt the report of the journal (moved by Bond, seconded by Hillis) passed by unanimous consent with a recorded tally of 15 yays, 0 nays.
The clerk presented communications and recommended that two items be accepted and filed: the certification of official returns for the Nov. 4 and Dec. 2, 2025 municipal elections from Fulton and DeKalb counties, and a report of administrative corrections to previously adopted ordinances. The council accepted and filed those communications by unanimous consent (15 yays, 0 nays).
President Overstreet announced committee chairs and membership for 2026. Notable assignments included Council Member Mary Norwood as chair of the Zoning Committee, Andrea Boone as chair of Public Safety, Legal & Administration, Dustin Hillis as chair of City Utilities, Matt Westmoreland as chair of Community Development & Human Services, and Alex Wan as chair of Transportation. Overstreet read the membership lists into the record and described the slate as a collection of "talent on this council." The committee on Finance Executive will be composed of committee chairs or their designees, with Jason Winston named as chair of the finance committee.
Several personal papers and proposed ordinances were read and referred to the appropriate committees. Those introductions included an ordinance by Council Member Antonio Lewis to amend utilities billing and adjustment procedures (referred to City Utilities), zoning-related ordinances introduced by Council Members Liliana Bakhtiari and Jason Dozier (referred to Zoning), and multiple items from Council Member Dustin Hillis (referred to Zoning or Transportation as appropriate). Each item was read into the record and sent to the committee listed by the clerk.
What happens next: Most introduced measures were referred to standing committees; council staff and committee chairs will schedule hearings, reviews and, where applicable, committee votes in the coming weeks.
