Scott, the city code officer, summarized the property’s history and presented photographs showing roof holes, missing windows and interior structural damage. He told the commission the dilapidation case included prior citations and a November hearing that resulted in a determination the structure is dilapidated.
Victor Hernandez, an owner, said he bought the house intending to fix it but had limited time and funds: “I just need time to get it fixed … I can fix it, but I just need time,” he told the commission. Commissioners questioned his capacity and financing to complete repairs; some raised public‑safety concerns because neighboring houses are occupied.
Commissioners asked for concrete steps and documentation. The commission directed staff to produce a written list of required work items and required the owner to secure insurance and submit photographs verifying the work. The mayor (chair) and commissioners agreed to table the appeal for 30 days and to bring the item back on the commission agenda on January 22, conditional on completion of the specified work and proof of insurance.
A motion to table on that condition was moved and seconded and passed unanimously (7‑0).
The action preserves the owner’s opportunity to fix the property while creating a short, enforceable timeline and specific documentation requirements in response to neighbors’ concerns about safety and trespassing.
