The Lyon County Board of County Commissioners on Jan. 5 approved several routine and land-use items, including a conditional use permit for a Chevron truck stop in Dayton, an easement abandonment tied to a commercial subdivision, park improvements, and two human-services contracts.

During the hearing planner Lisa Nash described the Chevron application from Stanton Park Development Inc. for a truck stop and convenience store on an approximately 12.41-acre parcel at 6 Mile Canyon Road and Highway 50 in Dayton. The site plan described two gas canopies (about 20 passenger-vehicle fueling positions and 12 truck fueling positions), limited gaming (fewer than 15 machines), truck and RV parking, and a proposed car wash. The applicant volunteered measures including "no overnight idling" signage and vegetative screening to reduce noise and light impacts. After public comment and board questions about access geometry and NDOT-required turn lanes, the board voted to approve the conditional use permit with findings and conditions; the motion carried with one recorded nay.

The board also approved an abandonment of public access easements requested by Lucas Homes and The Governing LLC for portions of Tradition Center Drive, Lakeside Boulevard and Town Center Drive in the Traditions Commercial subdivision; staff characterized the action as a mapping cleanup and the board approved the request.

Other business approved by unanimous vote included:

- A Smith Valley Parks request to convert part of the Dressler Park tractor-pull area into a Little League practice field (approved 5–0).
- Two human-services contracts funded by Comprehensive Opioid, Stimulant and Substance Use Program funds: (1) Pathfinder Network, not to exceed $10,675 for parenting-education curriculum and staff training for incarcerated clients; and (2) The Change Companies, not to exceed $10,500 for a digital cognitive-behavioral platform and interactive journaling for incarcerated clients. Both contracts were approved 5–0.

The board adopted the posted agenda at the start of the meeting, elected a chair and vice chair for the year (the chair election was recorded as passing with two votes against; the vice chair was approved 5–0), and confirmed appointments to boards and commissions for 2026. A motion to deny the Winston FC Solar PUD failed for lack of a second; the board instead voted to table that matter for further NDOT review (see separate article).

What comes next: Staff will process the administrative items and ensure the conditions tied to the Chevron CUP and the easement abandonment are implemented. Staff also will schedule the Winston FC Solar PUD return date as requested by the board.
